I tried to make the SqlFunctionConverter "cleaner" - by not polluting it with
the DS related mergability logic; and I went to register the DS functions into
the converter; the result is much better than my earlier version - but to do
this I had to almost completely replace the datasketches function registering
logic - which added a lot of bulk changes...
