Wow. Ok. Took me a while to figure out:

org.apache.maven.plugins:maven-resources-plugin:3.1.0:resources
(default-resources) on project hive-llap-server:

So upgrading the parent pom now introduces maven-resources-plugin v3.1.0
This plugin does not play well with symlinks.

I had to purge symlinks to get this to work on the project.
Edit: If it's decided that using symlinks was helpful, instead need to setup a
new project (new POM) with which contains the static web files which was
causing the issue here and then projects that need ti can put a dependency on
it.
