At first look at the PR, In my opinion this is not really adding latency but 
rather it is injecting load on the CPU by forcing the scheduling of extra 
threads that does spin for a given amount of time. I think the title should be 
something like load injection, or we should define what is latency and how we 
are making sure that it is actually increasing it.
