HBASE-29954 added \{{.idea/vcs.xml}} to enable clickable JIRA issue keys and
GitHub PR references in IntelliJ IDEA.
The file was deleted from master in HBASE-28957 (commit \{{924863799bd}}), but
remains on branch-3.
Restore it from branch-3 to bring back issue navigation.
