Replace the remaining standalone bin/*.rb scripts (excluding hirb.rb, which is
retired rather than ported) with self-contained .jsh drivers against the public
HBase client API, run via bin/hbase .jsh dispatch: draining_servers.jsh,
get-active-master.jsh (also shipped in the client assembly), region_mover.jsh,
region_status.jsh, shutdown_regionserver.jsh, and
replication/copy_tables_desc.jsh. Verified end-to-end against a standalone
Docker cluster.
