Release Note:
Add 'throws IOException' for
preTruncateRegion
preTruncateRegionAction
postTruncateRegion
postTruncateRegionAction
Typically you do not need to change your code since you are free to not
throwing IOException in your CP implementation, but it may breaks your code if
you call CP methods in your code with the MasterObserver interface.
