Description: When compute region load cost, ReadRequest, WriteRequest,
MemStoreSize and StoreFileSize are considered, But CoprocessorService requests
are ignored. In our KYLIN cluster, there only have CoprocessorService requests,
and the cluster sometimes unbalanced. (was: When compute region load cost,
