Do we still need two interface ReplicationQueues/ReplicationQueueClient for
replication queues? I thought we can merge them to one impl. The javadoc of
ReplicationQueueClient is "This provides an interface for clients of
replication to view replication queues.". As we already move replication
related class out of hbase-client, so ReplicationQueueClient is not need
anymore. We can merge ReplicationQueueClient to ReplicationQueues and let
master use ReplicationQueues, too.
