We shouldn't need anything for test scope.
We'll need to make sure our existing stuff for generating the NOTICE files
handles things for commons-math3 correctly. (we need the Orekit thing. we'd
normally include the commons-math copyright).
first step is take a look at the NOTICE file for the assembly after this change
and see if it has the above.
