This is an initial patch without a unit test. This part is really hard to test
since we have to simulate outstanding RPCs and close the connection.
[~xiaobingo] was adding a mock RPC server in HBASE-18078, maybe we can use
that. Otherwise, we still need to make progress with manual testing at least.
