We allow CPs to create Scanners over store/region. Actually there is pre hook
for scanner creation also.. I believe CP users make use of this.. I am sure I
have seen this issue been discussed in user@ some time back.. So as long as we
allow users to make scanners, we should let them get readPnt also.
