The first copy is part of backup artifacts which should be immutable.
There is no third copy:

- finalPath = bulkLoadListener.prepareBulkLoad(familyName, path);
+ finalPath = bulkLoadListener.prepareBulkLoad(familyName, path,
copyFile);
+ copyFile = false;

Once hfile is copied to staging dir, there wouldn't be another copy.
