prior to this, the Scope and TableCf filters were doing two things in filter() 
- filtering entries, and if the entries passed, filtering the cells. This patch 
makes those two actions distinct, so that the cell filtering in the two filters 
could be combined into a single pass through the cells.

There was also a TODO for the bulk load logic in these classes, which was 
pretty much a copy+paste job.  This patch unifies the duplicate code.
