Not just 1.4, it's failing in master too. You're right, TestHRegion is marked
flaky ([link|http://hbase.x10host.com/flaky-tests/]) that's why it didn't run
as part of pre-commit. One of the TODO's is to run these flaky tests again as
part of pre-commit and report the failing tests, but not fail the full build if
any of these tests fails.
Earlier TestHRegion used to fail only occasionally but now it's failing all
times (49/49)
