1) Please include a patch on the jira periodically so that we can get feedback
from the buildbot.
2) Where is the intended home for this work? If it's the main repo, then it
will need to be integrated into our build process.
3) Please use markdown for the README so we can put in proper license headers
4) If you include any 3rd party code, you MUST appropriately update the top
level LICENSE/NOTICE files. if that code ends up in any artifacts we
distribute, you must ensure the LICENSE/NOTICE files for those artifacts are
appropriately updated.
