The On-Screen Keyboard should treat *Meta* like Shift, Ctrl, and Alt: it should
latch when pressed and remain active until pressed again.
Currently Meta only works as a momentary key, which makes Meta-based shortcuts
difficult to use on touch devices. Users can’t reliably hold Meta while
pressing another key.
Meta should toggle on when pressed, stay active for multiple key presses, and
toggle off when Meta is pressed again. This keeps behavior consistent with
other modifier keys and improves usability for touch and accessibility users.
