Yes, this is intentional. When a file is placed in the "Download" folder, it is 
not possible to know with certainty which user put the file there, so we 
instead send the file strictly to the original user.

To download a file as any other user sharing the connection, you will need to 
locate the file within the file browser in the sidebar and double-click to 
start the download. You will also need to put the file in the shared drive 
first for the file to be visible.
