The issue itself isn't so much {{null}} vs. {{""}} being the best
representation for an empty timezone, but that the field within the UI doesn't
allow it to be cleared. You can choose a timezone, but you cannot change that
choice after saving except to another timezone. If you clear the field and
save, the change doesn't get saved - the original timezone remains selected.
