The (currently) pending .net core support checkin makes use of the existing
Java code for a test implementation of `IAuthInitialize`. To make .net core
buildable as a standalone thing, we copied the existing Java code into a
directory under `/netcore` in the tree. After .net core is in the tree and dev
work is unblocked, we need to remove this duplicate Java code and build it from
somewhere shared.
