Hi [~Yuhong_kyo] and [~rtudoran],

There is a pull request to add a normalization phase before the cost-based 
optimization ([PR #3101|https://github.com/apache/flink/pull/3101]). 
It uses the HepPlanner and I think we can built on this PR to add the 
LogicalWindow normalization rule.
I agree with [~rtudoran] that it would be good to do this soon, to ease the 
development of the other OVER windows and I will try to push PR #3101 forward.
