## What is the purpose of the change
Backport of #29352 (FLINK-40571) to `release-2.3`.
`ProcessTableFunctionSemanticTests[process-stateful-multi-input-with-timeout]`
is flaky on release-2.3 because the two PTF inputs are processed in arrival
order, and `TimedJoinFunction` keeps a single score per key. The test data is
restructured so the output is independent of the interleaving, and a dedicated
single-input test covers `clearAllTimers()` keeping state.
## Brief change log
- Cherry-picked 7bd618a7910 (`git cherry-pick -x`).
- Conflicts (test files only): the release branch lacks the
broadcast/ORDER BY/variant programs, so the import and
`ProcessTableFunctionSemanticTests` program list were resolved by hand;
`TIMED_CITY_SOURCE` is removed as in master.
## Verifying this change
Test-only change. Not run locally (upstream `2.3-SNAPSHOT` modules are not
built in my environment); relying on CI.
