One correction: a filter inside ChangelogNormalize is applied to inserts and 
updates only and the operator retracts from state, so that placement is correct 
since FLINK-37390 and FLINK-39313 rejecting it is a false positive, see 
FLINK-40898. Only the Calc placements lose the retraction.
