The test was added with FLINK-39240. FLINK-17463 had the same exception on the
job directory in BlobCacheCleanupTest; its fix in 1.11.0 changed the polling in
checkFilesExist, not the final file-count check that fails here. The test
passed in the Azure core stage of the same commit:
