Add {{FlinkMiniCluster}} as an accepted {{jobReference.kind}} on
{{{}FlinkStateSnapshot{}}}, so savepoints and checkpoints can be triggered
against a FlinkMiniCluster job using the same mechanism as {{FlinkDeployment}}
and {{FlinkSessionJob}} jobs, with no separate snapshot workflow.
This should be additive to the existing accepted values and must change no
existing {{FlinkStateSnapshot}} behaviour. {{FlinkStateSnapshotContext}} will
be generalised to resolve the referenced resource by kind rather than assuming
a {{{}FlinkDeployment{}}}.
This also enables the migration workflow described in FLIP-611: taking a
savepoint of a {{FlinkMiniCluster}} job and using it as the
{{initialSavepointPath}} of a {{FlinkDeployment}} running the same unmodified
job jar, to promote a job from a single pod to a full distributed cluster.
