Fix false bucket-key mismatches when the Fluss sink encounters pre-created primary-key tables using a subset or a different order of the inferred bucket keys. See [FLINK-40850](https://issues.apache.org/jira/browse/FLINK-40850). ## Brief change log - Allow bucket-key subsets and different ordering for existing primary-key tables without an explicit `bucket.key` override; retain strict ordered comparison otherwise. - Add regressions for both layouts, verifying that the target table remains unchanged and conflicting explicit overrides are still rejected. ## Verifying this change - Both new regression cases reproduce the original `ValidationException` before the fix. - All 42 selected tests pass with Java 11 / Flink 1.20.3 and Java 17 / the `flink2` profile. - Spotless and Checkstyle pass.
