Backport of https://github.com/apache/flink/pull/27406 (76fbab4f20c), which went to master and release-2.3 but not to this branch. The test uses `forMainThread()` next to a separate I/O executor. The main-thread step of `Execution.deploy()` then runs on the I/O thread and fails its thread assertion, so the partitions are released too early. The fix waits for the deployment descriptor and runs the scheduler calls on a dedicated main-thread executor.
