Backport of https://github.com/apache/flink/pull/28407 (e009616411c), which went to master but not to this branch. The first fix for this ticket, #27767, is already here. The test forces the executions to `RUNNING` while their deployment is still offloading the task restore. Creating the deployment descriptor then fails, the job restarts and the checkpoint never registers. The test now waits for the descriptors before forcing `RUNNING`. Last occurrence on this branch in the nightly of 2026-09-28, `test_cron_azure core`, one of 6 failures in the last 27 builds: https://dev.azure.com/apache-flink/98463496-1af2-4620-8eab-a2ecc1a2e6fe/_build/results?buildId=79497&view=logs&j=77a9d8e1-d610-59b3-fc2a-4766541e0e33 Verified locally on JDK 17 under CPU load, with assertions enabled as in surefire. 5 of 1500 runs fail on the base commit and 0 of 1500 with this change.
