FLINK-39477 introduced the concept of AGENTS.md in the Flink repository; we
need to make sure that these guidelines are also introduced for the Flink JDBC
connector. That's especially important looking at how many PRs there have been
created with the use of AI tooling
This repository also has no .github/PULL_REQUEST_TEMPLATE.md at all -
contributors have been pasting apache/flink's by hand - so this ticket covers
adding both AGENTS.md and a JDBC-connector-specific PR template with the
AI-usage disclosure section, mirroring FLINK-40625 for the Kafka connector
(apache/flink-connector-kafka#312).
