@davidradl As a follow up on the methodology from previous commits (the info in those was sourced from dev@ vote/result/announce threads plus the 2.3.0 announcement, which cannot see work that lives only in Jira and PRs, and in particular anything merged after the April 15 branch cut) This commit includes updates that were sources from running `git log` commands on master for April 1 till June 30 and then read the Jira and PR pages for the candidates, the 2.3 release notes, the Calcite release pages, and the user@ thread on Java 25. As a result: - New section on 2.4 cycle progress including the Calcite 1.37---->1.41 chain (FLINK-35856 ----> 39859), common subexpression elimination (39268), JSON parse reuse (39638) and the `REGEXP_REPLACE` clean-up (39650), JDK 25 groundwork from the user@ thread. - 2.3 SQL section: the follow ups already merged for 2.4 such as (39636), the FLIP-578 implementation (39847), the first piece of FLIP-579 (39782). - Native S3: the recoverable-writer fix (39778) - Governance: brief mention of the AI assisted contribution guidelines written by Martjin -- This is an automated message from the Apache Git Service.
