Filed FLINK-40636 and narrowed this PR to just the connection-timeout fix (rebased, commit a0bf434). Dropping the other two: the cache-hit guard duplicated open #46, filed first — heads up there though, its condition drops the `cache_binary` guard, so it saves the cache even when caching is disabled.
