A materialized table whose declared primary key differs from the query's upsert
key currently falls back to an implicit {{{}ON CONFLICT DO DEDUPLICATE{}}},
which needs a state-heavy deduplicating materializer.
Add an opt-in config option so a materialized table can default to {{ON
CONFLICT DO ERROR}} instead, avoiding that materializer — but only when every
source in the query already declares a watermark, since {{ON CONFLICT DO
ERROR}} requires one. When a watermark is missing on any source, keep the
existing {{DEDUPLICATE}} default so table creation never fails because of this
option.
