@HuangXingBo You previously confirmed on FLINK-34195 that `python3` is the appropriate default for PyFlink. This PR updates the runtime, shell scripts, configuration defaults, documentation, and regression coverage accordingly. The branch has been refreshed and the latest Azure build is green.
