Source V2 test utility with a checkpointed position that fails once after a 
completed checkpoint and deterministically replays the arming→failure window on 
recovery. Adds it to flink-test-utils-connector with 
EventTimeAllWindowCheckpointingITCase as the proving consumer; remaining 
consumers follow in separate sub-tasks. Introduces a new {{@Experimental}} test 
utility
