   ## What is the purpose of the change
   
   Imagine there is an existing materialized table created like
   ```sql
   CREATE MATERIALIZED TABLE t REFRESH_MODE = FULL AS SELECT 1 as id;
   ```
   
   Then there is another query to update it
   ```sql
   CREATE MATERIALIZED TABLE t REFRESH_MODE = CONTINUOUS AS SELECT 1 as id;
   ```
   
   where `REFRESH_MODE` is changed.
   For now all the validations are passing however under the hood the 
`REFRESH_MODE` of old table is used and from new one is just ignored.
   
   For now we can just fail the query instead to make it implicit (may be in 
future we will support such change)
