   ## What is the purpose of the change
   
   Adds support to be able to cast dynamic SQL params to `RAW` type.
   
   ## Brief change log
   
   In case we encounter `RawRelDataType` in 
`TypeInferenceOperandChecker#castTo`, then construct the `SqlTypeNameSpec` 
manually, cause Calcite will throw an exception, as it does not support 
`SqlTypeName.OTHER`, which `RawRelDataType` has. More info on the Jira.
   
   ## Verifying this change
   
   Verified with the following SQL:
   ```sql
   SELECT * FROM VectorEmbed ORDER BY cosine_similarity(?, name_vector) DESC
   ```
   
   Before the current patch, it threw an exception (pasted to the Jira). With 
the current patch, the validate query looks like this:
   ```sql
   SELECT `VectorEmbed`.`customerid`, `VectorEmbed`.`name`, 
`VectorEmbed`.`name_vector`
   FROM `default_catalog`.`default_database`.`VectorEmbed` AS `VectorEmbed`
   ORDER BY `cosine_similarity`(CAST(? AS RAW('<REDACTED>', '<REDACTED')), 
`name_vector`) DESC
   ```
