Review Comment:
   nit: I wonder if NoopCommitter naming could be changed - as the the 
implementation is not a no-op it throws errors in the 2 methods. Maybe 
NotExactlyOnceCommitter and the KafkaCommitter could be renamed 
ExactlyOnceCommitter.
