## What is the purpose of the change
Add `EXPLAIN` support for CTAS and RTAS statements.
i.e.
```
EXPLAIN CREATE TABLE t2
WITH ('format'='csv', 'connector'='filesystem', 'path'='/tmp/t2.dat')
AS SELECT * FROM t1;
```
