## What is the purpose of the change
The previous fix of FLINK-36168 just move the state to Finished no matter
what. We should, instead, call cancel on the scheduler and close the scheduler
from there. This ensures that all the states are properly processed.
## Brief change log
* Adds cancel to the cleanup method of `AdaptiveSchedulerTest`
* Makes the dummy states implement the appropriate state classes

This change is a trivial rework / code cleanup without any test coverage.
