## What is the purpose of the change
Like the title said, make file-merging test tolerate the scenario that
source does not produce any record.
## Brief change log
- Change the verifying code in `SnapshotFileMergingCompatibilityITCase`,
instead of checking there is any file under shared directory, currently it
checks every single state handle's file path.
## Verifying this change
This PR change the test itself.
