[FLINK-4832] Count/Sum 0 elements
Hello.
Currently, if `AggregateDataSet` is empty then we unable to count or sum up
0 elements.
These changes allows to get correct result of aggregate function through
dummy row union with the `AggregateDataSet`.
You can merge this pull request into a Git repository by running:
