That's a good question
i played a bit with it to try to understand how to reproduce it
The only way I was able to find is switching to the branch based on commit from
previous issue with same problem (FLINK-33356) and apply {{git submodule update
--init --recursive}}.
I guess I made it once by mistake...
How to avoid this in future... besides careful looking into file changeset from
contributor's and reviewers sides currently don't know...
