I cannot get my head around why just upgrading the Docker image ([4ae9836](https://github.com/apache/flink/pull/23757/commits/4ae9836d8415187f7652095659c0524281de179e) leads to a [LicenseCheck failure](https://dev.azure.com/apache-flink/apache-flink/_build/results?buildId=54836&view=logs&j=52b61abe-a3cc-5bde-cc35-1bbe89bb7df5&t=54421a62-0c80-5aad-3319-094ff69180bb).
