@mxm @gyfora the PR is ready for review @gyfora me and Max briefly discussed offline and came to the conclusion that starting with evaluating the maximum restart time capped by the RESTART_TIME setting is probably good enough for the first step. It has the benefit of giving the most "conservative" evaluation and we can add the moving average after some baseline testing.
