I don't think they are the same thing, and I believe {{TO_TIMESTAMP}} exists in
some other databases. I searched it in Google, and it seems that {{SQL
Server}}/{{Oracle}}/{{RedShift}} all have it, it would be better to keep it
aligned with these engines.
