## What is the purpose of the change
In place scaling through the rest api should only be used in cases where we
are not falling back to default configs (remove overrides). This was currently
not respected and lead to a buggy inconsistent behaviour when overrides were
completely or partly removed.
## Brief change log
- Fix removal cases
- Add unit tests to cover all the edge cases
