[~qingwei91] this error means that you have some other files without license in 
header.
Are you sure you don't have other changes which are not part of this PR? 
by the way you can use this command
{noformat}
./mvnw -DskipTests -Dfast -Pskip-webui-build install
{noformat}

it will skip such checks
