The PR of this JIRA introduced a new public evolving API 
CheckpointConfig#getMaxSubtasksPerChannelStateFile and public config 
execution.checkpointing.unaligned.max-subtasks-per-channel-state-file. I could 
not find the FLIP associated with this JIRA.
