## What is the purpose of the change
This pull request makes operator coordinator metric group not to be
initialized lazily.
## Brief change log
- Pass the JobManagerJobMetricGroup when create execution graph
- Set metric group immediately when creating the operator coordinator
context instead of lazy initialize
## Verifying this change
This change is already covered by existing tests.
