Since mark `CompletedCheckpointStore` would cause `CompletedCheckpoint` , 
`SharedStateRegistry`, `CheckpointsCleaner`, `StreamStateHandle`, 
`OperatorState`, `CompletedCheckpointStats`  ...  to change with it, and some 
of them should be internal. So don't mark `CompletedCheckpointStore` as 
PulicEvolving for now.
