   I was surprised to see that this change didn't fix the issue on staging... 
After spending more time on debugging I found that the `allowNonRestoredState` 
flag actually doesn't require a boolean! And Flink's parser can parse it 
incorrectly when it's supplied.
   
   With `--allowNonRestoredState true`:
